With a passion for service and a strong record of results, Deon Shamberger brings deep experience and dedication to the role of Commissioner of the Revenue. As a licensed insurance agent and founder of Shamberger Insurance Agency, he has spent years helping Manassas families navigate financial decisions with care and clarity. His efforts to ensure accurate property assessments have helped residents secure fair, affordable home insurance—because peace of mind should never come at a premium.

Beyond business, Deon is a committed community partner. His agency hosts local interns, providing youth with hands-on experience and valuable mentorship. He also proudly supports Osbourn High School athletics, believing in the power of teamwork and education to uplift future leaders.

At home, Deon is a devoted father whose greatest motivation is creating a stronger city for the next generation. Whether he's cheering from the sidelines or coaching local youth teams, he's deeply committed to shaping young lives through sports, mentorship, and example. Deon understands the importance of showing up—not just as a parent, but as a community leader who invests time and heart into helping kids grow into confident, resilient individuals.His commitment to service extends beyond the field—Deon served on a neighborhood cleanup committee, championing safe, vibrant communities.

As a member of the Friends of the Manassas City Library, Deon advocates for access to literacy, lifelong learning, and inclusive programming that strengthens civic connection. He understands that leadership begins with presence—not just in professional settings, but in everyday moments of community care. His ability to balance work, family, and civic responsibility shapes the hands-on, grounded leadership he brings to every role.

He knows firsthand what it means to balance work, family, and service—and brings that grounded, hands-on perspective to every decision he makes. For Deon, building a better future starts with how we lead today. As Commissioner, Deon will modernize services, promote transparency, and put people first. For him, public service isn’t a job—it’s a personal commitment.

Community Service

As a mentor with Osbourn High School’s CTE Mentoring Program, I’ve seen how one caring adult can shape a student’s outlook and future. Whether it’s discovering strengths, overcoming challenges, or exploring new paths—when students feel supported, they stay in school, improve academically, and expand their vision of what’s possible.

That’s why, as your Commissioner, I’ll work to make mentorship a citywide priority. We’ll expand opportunities—like internships—that connect students with mentors who reflect their experiences and provide guidance rooted in understanding. These relationships do more than boost performance; they give students a sense of belonging and purpose.

When mentorship is woven into our community, it transforms lives. It helps students reframe obstacles, imagine bold futures, and in turn, uplifts the entire city.

My journey from top-performing insurance agent to founding Shamberger Insurance Agency has always been driven by one goal: building trust. As a leading sales agent, I learned to listen, meet people where they are, and provide meaningful solutions. That commitment led me to start my own agency—so I could serve families even more directly.

At Shamberger Insurance, we’ve helped Manassas residents secure coverage that reflects true property values—ensuring fair and transparent rates. But success isn’t just about numbers—it’s about how we serve others.

That’s why we host interns to equip students with real-world business experience and proudly support Osbourn High School athletics. Because when we invest in our youth, we invest in the strength and future of our entire city.
